Start With Intent, Not Volume
The first filter is always intent. Group every candidate keyword into one of four buckets: informational, navigational, commercial investigation, and transactional. Then look at the search results themselves, because Google's own ranking choices reveal the intent it believes the query has. If page one is filled with listicles and definitions, that query wants education. If it is filled with product pages, pricing tables and local map packs, it wants to buy.
