Start From Demand, Not From Your Org Chart
Most bad architectures are internal politics rendered as navigation. Departments get top-level sections, product names become categories, and the resulting hierarchy reflects how the company is organised rather than how customers search. Begin instead with a demand map: gather the queries, questions and problems your market actually expresses, cluster them by intent and topic, and let those clusters suggest the sections.
