A correctly implemented 301 is one of the strongest signals you can send. It tells Google the old URL has permanently moved, and Google responds by consolidating indexing signals onto the destination, eventually dropping the old URL from the index and treating the new one as canonical. There is no hidden policy that disregards permanent redirects. When people conclude that Google is ignoring theirs, the redirect is almost always either implemented in a way that weakens the signal or contradicted by other signals on the site.
It also helps to understand what a 301 is not. It is not an instant transfer switch. Google has to recrawl the old URL to discover the redirect, and recrawl frequency varies enormously between a homepage and a deep page that gets crawled twice a year. During that window the old URL can still appear in results, which looks like the redirect being ignored when it is simply not processed yet.

The Contradictory Signals That Undermine a 301
Google evaluates redirects alongside every other canonicalisation signal, and when those signals disagree, the redirect can lose. The most common conflict is a canonical tag on the destination page still pointing back to the old URL, which tells Google the opposite of what the redirect says. Another is an internal linking structure that continues to link to old URLs everywhere, implying to Google that the old version is still the one you consider primary.
Sitemaps cause similar problems. Leaving redirected URLs in your XML sitemap signals that you expect them to be indexed. Include only final destination URLs. Hreflang annotations referencing retired URLs create the same contradiction across language versions, and self-referencing hreflang tags that point at pre-migration paths are a frequent cause of stubborn old URLs lingering in results.
When a 301 Is Treated as a Soft 404
Google does not honour a redirect as a signal transfer when the destination is not a reasonable equivalent of the source. Redirecting hundreds of retired product pages to the homepage is the classic example. Google recognises this pattern, treats those redirects as soft 404s, and consolidates nothing. The same applies to funnelling every deleted blog post into a single category page. Relevance between source and destination is what allows signals to carry across.
The practical rule is to redirect to the closest genuine equivalent. If no equivalent exists, a 410 or a well-built 404 page is more honest and more useful than a misleading redirect, and it will not distort your reporting with phantom consolidations that never happened.
Chains, Loops, and Mixed Protocols
Redirect chains dilute and delay everything. A URL that goes from HTTP to HTTPS, then non-www to www, then old path to new path, is three hops. Google will usually follow a handful, but each hop adds latency, wastes crawl budget, and increases the chance of a misconfiguration breaking the sequence. Collapse chains so every legacy URL points directly to its final destination in one hop.
Loops break the process entirely. A rule sending old to new while another rule sends new back to old produces an infinite loop, and Google gives up. This happens frequently when platform-level canonical redirects fight with server rules or CDN edge rules. Check the full response header sequence with a crawler rather than trusting your browser, which silently resolves what it can.
Redirect Types That Behave Differently
A 302 signals a temporary move. Google will often eventually treat a long-lived 302 as permanent, but you are relying on inference rather than instruction, and the consolidation is slower and less certain. Use 301 for permanent moves and 308 where the request method must be preserved. Meta refresh redirects and JavaScript redirects are understood but weaker and slower to process, so avoid them for anything that matters.
Cross-domain redirects work, but if the source domain has a poor history, spam, penalties, purchased links, the destination inherits that context rather than a clean slate. Redirecting a toxic expired domain into your site does not launder its history, and that is one case where it can genuinely feel like Google is ignoring the redirect when it is actually evaluating it accurately.
How to Diagnose the Real Problem
Start with the response code. Fetch the old URL with a tool that shows raw headers and confirm it returns 301 with a single Location header pointing at the correct absolute URL. Then use the URL Inspection tool in Search Console on the old URL to see what Google last saw and whether it has recognised the redirect. Check the destination for a self-referencing canonical, a noindex tag, or a robots.txt block, any of which will sabotage the transfer.
Then check patience. Consolidation on a small site typically settles within a few weeks; on a large site with deep pages it can take months. Keep redirects in place permanently, or at minimum for a year, because removing them early throws away the equity you were trying to preserve. Track destination URL impressions rather than only watching the old URLs disappear, since recovery shows up first as the new pages accumulating impressions.
The Practical Verdict
Google honours 301 redirects reliably. What it does not do is override contradictory canonical tags, rescue irrelevant many-to-one redirects, resolve loops, or move faster than its crawl schedule allows. When a migration underperforms, the cause is nearly always in the mapping, the conflicting signals, or the timeline expectations.
